The California Department of Motor Vehicles requires that all new drivers under the age of 18 must complete a course in drivers classroom education prior to receiving their Instructional Permit. Upon completion, the student will be issued a DMV certificate of completion. After making an appointment with DMV the student must then take and pass the written test to receive their permit. At the first lesson the instructor signs the permit which activates it for legally practicing with parents.
